this issue is effecting users across my organization. i have tried clearing internet cache on chrome, firefox and IE problem persists. form hangs when submitting from PC and mobile using safari.

Hello,
Basically it does not really matter if you use HTTP or HTTPS the form should work the same for both. The difference is that data served over HTTPS protocol are encrypted while for HTTP it is not.
I also tested your form with both HTTP AND HTTPS and submit every time (test make in Chrome on windows). It take a few second before it redirect though. This something that happens sometimes for long form.
If you notice the problem still persist on your hand trying clearing browser cache and also make some test on other browsers.

I see that you have attached a previously reply from one of our colleagues, I have tested your form using Google Chrome and I was unable to replicate your issue, the form was submitted successfully.
If the issue is still there, please provide us a screenshot of the web console, if there is an error with the form we should be able to find it there.
These keyboard shortcuts will help you to get the console:
Windows: Ctrl+Shift+J.
Mac: Cmd+Opt+J.

The errors are not there anymore so I think the form is working again now. Please check and let us know if you are still experiencing an issue.

1. Edit the form just re-save it in the form builder

i am able to submit from my ipad using safari but not chrome. i cannot submit from my iphone at all. i was able to submit from a mac book pro using chrome but not from my windows 7 laptop with chrome/firefox or IE. some coworkers are able to submit others are not.

The issue is probably related to the errors displayed in browser console. Although, I am not able to reproduce this on my side.
Are you still getting the errors in your browser console? Are they fired when you load the form or when you click on the submit button?
