I checked your email address and it is not in our bounce list, please check your Spam and Junk folders, the emails should be there, also follow this guide to prevent bouncing: http://www.jotform.com/help/208-How-to-setup-email-alerts-to-prevent-email-bouncing-related-issues.
Do let us know if the issue still persists.

the only email notifications from "submittals" i receive are in the jotform inbox. how to make it send to my personal email address?

I assumed this is the form (http://www.jotform.us/form/60674110698156) you are referring to. The recipient email on this form is (realmc***100@hotmail.com).
I checked the mail logs and I can see that the submissions was sent successfully. Your email is also not in the bounce list.
Please check your spam/junk folders. I would advise you to please check if there are any spam filters on your email program or email client. You can also try whitelisting JotMail IP addresses.
