I'm not quite sure if I understood it correctly, could you please walk us through the steps and what should be the expected outcome?

This link https://www.jotform.com//?formID=60674110698156  is not a valid form URL, it is the URL to where the form builder opens and edit the said forms.

To clone your form, you need to get the valid form URL. You can find it by simply clicking the "Preview" button on your form builder OR get it on your "Publish" wizard.

In your case, the valid form URL would be this one: https://form.jotform.us/60674110698156

If you want to clone a form using the form URL, here's the guide to follow: http://www.jotform.com/help/42-How-to-Clone-an-Existing-Form-from-a-URL

To clone your own form in your account, you can follow this one: http://www.jotform.com/help/27-How-to-clone-an-existing-form-from-your-account

Do let us know if I misunderstood your concern.
