Our account has a second user with full permissions, but she is unable to create new forms and has limited functionality elsewhere. Can someone assist in helping me figure this out? Did full functionality go away recently? Do we need to share a specific login instead of creating multiple accounts?

To be able to create a form she will need click on a folder name first. Please see the next screenshot.
