How does the drag and drop method work?

I just don't understand how the form field drag & drop is supposed to work. When I try to move something, I see dotted lines flashing in seemingly random places several inches above and below the item I am trying to move, and where I am trying to move it to.

I have inserted several boxes of Text (not text boxes or text fields), as well as text fields. Everything has been sized (at least, as far as I know) so that one of each fits on one line. Sometimes I can use the properties button to move an item to a new line, but it often doesn't stay put. The experience is totally frustrating.

The bottom part of my form is fine (if I don't touch it). The top half just won't cooperate.

Trying to become familiar with CSS. Not sure if this is an issue related to padding, the overall width of the form - or what.

The lines that appear will indicate you the position where the field will be placed.
