I'm having trouble reordering and selecting questions in the editor. Is this a chrome issue, or something else?

Do you mean that the fields are not draggable to reorder on the form? If so, it may be the issue with Chrome. Sometimes, a few updates on Chrome browser could cause the issue. Please try using Mozilla Firefox to see if you can reorder the questions without any issue.
