This problem usually happen when there are mutliple instance of the Form Builder opened on the same browser.
Please try this procedure and check if it resolve the issue:
#1 Log out of JotForm.
#2 Close all open browsers
#3 Open browser and login to JotForm at https://www.jotform.com/login
#4 In your Form Builder open your cloned form you want to Edit.
#5 Edit and Saved the form.
#6 Preview the form and check if changes are now properly saved.
