The limit responses in form resets every month or continues counting until reaching the limit?

The Submission Limits counter resets on the 1st day of each Month.

Please take note that it is only the counter that gets reset. It does not mean it removes the submission data of the forms. The submission data will remain stored on your forms. The submission data will only be lost if you delete them.

What are the limits on free accounts (Is this per account or per form?)

 Free accounts have access to every feature paid accounts have and can create unlimited forms with unlimited fields with no cost. The only limits on Free accounts are the number of submissions that can be received, the number of times a form can be viewed and the total amount of files stored.

 Free accounts can receive up to 100 regular/SSL submissions, 10 payments, 1,000 form views and store up to 100MB of file uploads. The limits imposed are monthly limits with the exception of file storage. File storage is a current total and can be reduced by deleting submissions that have files attached.
