I am suddenly receiving an error message telling me I have reached my limits. I've read similar posts from recently with the same problem. I've tried various browsers, I've waited hours to try- but nothing is working...

Please be noted that there are limits on how many submissions can be forwarded from form's submission page. For free account the limit is 2 forwards per hour and for paid accounts its 100 forwards per hour.
Do you mean to say that once you saw the error message, you tried again after an hour? This is strange. Since these limits are reset every hour, I would suggest you to please try again in an hours time if you see this error message.
Do get back to us if the issue persists.

Hello. I have a paid account. I have been trying repeatedly for hours to forward submissions and cannot even though it is supposed to reset every hour. I have also tried from different browsers. Thank you for your assistance.

If it is possible for you to stop trying to forward submissions and wait for an hour to pass before making any attempts again, then do so. I will also try to monitor your account after an hour. I would like to ask permission to make a test submissions on your forms and forward that test submissions to my email address to check if the issue.
If there is a specific form that you are encountering this, can you provide us the title of the form, please? We will wait for your response. Thank you.
