I use wufoo currently. I can attach a jpg file but is is not viewable. I must open the file to see it. I build catalogs and use input from entrants who must submit a photo of themselves. Using Wufoo I must manually create a word doc add the photo then save as a pdf file.

I presume you want the image shown in your JotForm fillable PDF form? Or you want the file images submitted to show up in the PDF submission?
If you want the uploaded images to display in your PDF submissions, that is automatically done by JotForm. Below is a screenshot showing that I have added a "File Upload" field in my form.
Now when I make a test submission, and download it as a PDF file, this is how it looks like:
You'll see that the uploaded image is displayed on the PDF submission. To create an upload form, you can follow this guide: https://www.jotform.com/help/332-How-to-create-upload-forms
If you wish to add images on your fillable PDF form, that should be possible.
1. First, use the "Image" field.
