I've just created a new form and have the notification e-mail setup to send to email@example.com upon submission. When I test the notification e-mail, I received the test. When I tested the form with a submission, no e-mail. Can you please double check my settings and tell me what I'm missing?
This is because your email address is in our bounce list, the reason is below:

You may also check and remove your email addresses from our bounce list by following this guide: http://www.jotform.com/help/262-How-to-remove-your-email-address-from-bounce-list.
