Why does my form say "over quota"?
Please let me know why. Do I need to reset it? Copy the form and create a new one?

The account that shared the forms with you was over its file storage limits. However, when I checked the forms, there were not any files uploaded for them. It seems as though the files were removed but the count was not reduced. I ran our script to fix the total and it was reduced to 0mb. Your forms should be active once again and there is nothing that needs to be done on your end. My apologies for the error.
