You must be referring to your Paypal payment form http://www.jotform.us/form/60226399456160

Most of the time, incomplete payment submissions are just submissions that the user had never completed. When they reach the payment screen, they just did not proceed anymore with the payment. This submission will end up as an Incomplete payment submission.

Okay, we have talked to the subscribers, and they say they have all paid completely...however our paypal account isn't showing any activity. What else can I do? I have accepted the incomplete submissions.

If subscribers confirm they complete the payment from the PayPal page that means their account been charged by PayPal. Then I think you should contact PayPal Customer service to verify those transactions.
In the event payments were made, if PayPal Instant payment Notification was disabled they will not show as completed payments in JotForm.
