If you embed a PDF with a direct iFrame method, it should not allow any pop-up options. Please see the next guide.
How to Display a PDF Document On Your Form
Note, that most of the browser PDF viewers provide a Save/Download option.

Seems like you are using an iFrame code to embed the PDF file in your form, although this could work I would suggest you to use our iFrame widget, it could work as well.
On the Form Builder you only should add the widget to your form:
Then you only need to paste the URL where is stored your PDF file:
Here is a sample form that I made to show you how it works: https://form.jotform.com/60838735487975.
Please, also share us the link to your form so we will take a look and try to figure out why it is showing a pop-up option.
