In addition, why is the my one form working just fine doing the redirect to PayPal while the other form is not makes no sense and leads one to believe it is not a PayPal setting issue as I didn't change the setting for the other form to work I provided the URL to the other form above in my original question

We do not support PayPal 'Encrypted Website Payments'. The PayPal Encrypted Website Payments is designed to encrypt the payment button code, since we do not use PayPal buttons, the option is not available at JotForm.
As far as I understand, you use different PayPal accounts on your forms. If one form does not work right, it means that you have the Encrypted Website Payments option enabled on one PayPal account, and disabled on the second PayPal account.
To fix the error, you can disable the Encrypted Website Payments on affected PayPal account.
