On my "MUD 6 Workshop Form" I would like to offer a 10% discount on the total if the buyer purchases three workshops or more. How do I do that?

Since you are using our Paypal integration, I'm afraid that you can't select to create a discount per number of selected products. A workaround would be to apply the discount to the Order Total.
Here's our guide on how to create a coupon in the Paypal integration: https://www.jotform.com/help/233-How-To-Add-Coupon-Code-in-the-Payment-Form.

I didn't want to use the coupon because there's not an easy way to police it. I was wondering if there was a way to do it using the conditional fields. Is there another payment method that would let me do this without a coupon?

Unfortunately, it's not possible with conditional logic. The other payment methods that we have are almost identical with Paypal configuration. The easiest way would be to set it up as a coupon code discount. I can't think of any other solution other than this. You may consider trying it.
