Why are people using ipads having problems trying to submit a form?

Only half the form shows up on their devices and there's no submit button visible. the form only seems to work on pc's, laptops and android devices.

The form is already responsive and should suppose to appear as a whole in any device. But I just disabled and re-enabled the responsive option in your form. Can you check or can you ask them to check again?
