I am in India and my currency is INR. But for upgrading the rate quoted is in dollars. Moreover my card was rejected while attempting to make the payment.
kindly do the following facilities for me. 1. acceptance of payment for upgradation in INR. 2. Instead of credit card, facility for net banking.

Please be noted that payments are always in USD and it will be automatically converted by your credit card company. Unfortunately it is not possible to send subscription payment through netbanking. Instead of paying through credit card, you can upgrade through purchase order. The following guide should help you: https://www.jotform.com/help/353-How-to-Upgrade-and-Pay-by-Purchase-Order
Please be noted that purchase order method will not upgrade your account instantly but would need approx 2 weeks for payment to clear. After the payment is received, your account will be upgraded.

Credit Card Not Accepted
Your credit issuer has declined the charge of₹ 1,328.62. We sometimes have limited information as to why a charge is declined. It can be for any of the following reasons:
Invalid credit card number or billing address was entered. Incorrect or expired expiration date. A hold has been placed on the account. This happens sometimes when the credit card company sees a transaction they don't believe fits your normal buying pattern and they are concerned that it might be a charge you have not authorized yourself. A restriction may have been placed on the account. For example the account may be set up to not be used outside the country in which the card was issued. Insufficient funds.
You can try to submit the order again if you feel you did not input the credit card information correctly. If the order still does not go through successfully, you need to call the credit issuer to inquire about further details.

I am not sure why your credit card was declined but you need to speak to your credit card company and ask them for a reason.
