I am in the insurance business and my clients have to fill out an application each year to keep their plans. I want to pre-populate the applications with the information that I have in my system without having to fill in things like their name address etc each year ...

Jotform enables two options to pre-populate a form.
1) you may use the pre-populate app. This app enables you to set fields with default values. (http://prepopulate.jotform.io/). I do not think this will help you as it seems that you wish to pre-populate fields with data only concerning a particular user. If you use this, it will populate the same value for all users.
2) You may try creating a custom URL with the information of each user. If you view our users guide, Prepopulating fields to your JotForm via URL parameters. You can see how to create a custom URL to populate fields with certain data.
