    We received an email from Paypal that the messages through IPN are not received

    I enabled the IPN in our Paypal account as you suggested, and received the following email from them:

    Please check your server that handles PayPal Instant Payment Notification (IPN) messages. Messages sent to the following URL(s) are not being received:

    https://www.jotform.com/ipns/paypal.php

    If you do not recognize this URL, you may be using a service provider that is using IPN on your behalf. Please contact your service provider with the above information.

    Once you or your service provider fix this problem, you or your service provider can resend the failed messages from the IPN History page. If this problem continues, PayPal may disable the IPN feature for your account.

    Thank you for your prompt attention to this issue.

    Also, if I "complete" the incomplete payments, does it then bill the customer?

    Our apologies. I have submitted this thread to our developers for further review. If there are updates, you should know it though this thread.

    Can you confirm if you receive this email from Paypal just today? I needed to add this information to my report.

    With your question, the answer is no. Completing a submission will NOT process any payment as there was no payment information to begin with. The system will simply treat this as a regular submission so it can be included on form reports, and that email alerts can be fired off as usual.

    Yes, I did receive your email. I will ask those whose payment did not complete to resubmit, however, I do not want to do that until I know the problem has been fixed.

    I'm really not sure why several complete just fine and others do not - but we need to know ALL payments will complete and we have things setup correctly for seamless Paypal integration with Jotform.

    I meant to ask when did you receive the email from Paypal that the IPN URL is not working or messages through the IPN URL are not being received?  Your first thread is posted 13 hours ago so I guess you received the email from Paypal just today.

    Yes, very shortly after I enabled the IPN. Also, it would not let me leave the URL blank as your instructions indicated.

    I believe we have a Stripe account. If I change the integration for the Poem-A-Thon form to Stripe, will it work seamlessly and eliminate the incomplete payment problem??

    You may use any other payment gateway until our team resolve the issue with Paypal. If you have Stripe account, you may use it and it should eliminate any incomplete payment. As long as the users enters the payment information, you will get the payment directly.

    That is correct.  If you deleted your current payment field, you should be presented with the option to save your products for use with another gateway.  Add the new payment field for the new payment gateway and your products will be transferred.

    We have not heard back from you with a solution and we continue to have problems with incomplete payments. Some are not going through at all, and I found 3 that did go through Paypal, but Jotform was holding them as incomplete payments.

    Have you tried enabling IPN in your PayPal account and submitting the form since then?

    If IPN is still disabled in your PayPal account settings, payments will still come through as incomplete.  If IPN is enabled currently in your PayPal account, let us know and we will investigate this further.

    The default notification URL does not matter. JotForm just needs IPN to be enabled.  If message delivery is set to "Enabled", IPN should be enabled:

    If I try to remove that URL, I get the following message:

    You must enter a properly formatted URL into the Notification URL field in order to activate Instant Payment Notification.

    Though the specific URL does not matter, PayPal does require a default to be entered.  If you do not use IPN for anything else, leave the URL as https://www.jotform.com/ipns/paypal.php

    On April 5, 2016. I just checked the account and the IPN is still enabled, so they have not disabled this time.
