why is one form opening in new window but my other form is not?

And click the red FREE ESTIMATE button - and fill out form you will see that it opens in new window...

if you click on the blue schedule a call button and fill out the form you will see that the welcome page opens right in the same page? 

Since i am having a hard time getting my forms to open in a pop up, I would love for all of my forms to open in a different page.
