Can I link to the secondary language without the user having to select the language?

I have two versions of the website one in Thai and the other in English.  I am wondering with the JotForm's translation feature can I link to the Thai form in the Thai website and English in the English website?

I can always create two versions but was wondering if I can do it with the built in language feature

If I understood you correctly you have multilingual form with with two languages English and Thai and you want to provide you users direct link of your English version of the form on your English website and Thai version on Thai website.

You can achieve that by adding language parameter to URL of your form.

I have made sample multilingual form.

With this link English language will be shown:

    https://form.jotform.com/60965005595966?language=en

And with this link Thai version will be shown:

    https://form.jotform.com/60965005595966?language=th

Hope this will help. Let us know if you need further assistance.
