Conditional email recipients

I have 3 email conditions based on a dropdown menu selection of 3. For conditional email recipients, do I also have to create additional email notifications for each email? Or do I add all 3 email addresses to the one email notification or do I just have the one (default) email address and the conditions are supposed to take care of the rest?

You do not need to create additional email notification for each email. Furthermore, you do not need to add 3 email address to the one email notification. You simply need to add one default email address for the notification, and the conditions will take care of the rest.
