is there a way to see ip addresses of those who VIEWed webpage, not necessarily submitted?

There is a way to know the IP address of who is viewing the form, you will need to add this widget to your form: https://widgets.jotform.com/app/get_visitor_location.
This guide will help you to add the widget to your form: https://www.jotform.com/help/252-How-to-Add-a-Widget-to-your-Form.
However, the data captured by this widget can not be saved it is only shown when viewing the form.
Other way to get this is by using the Form Analytics tool, on this link you will find more information about this: https://www.jotform.com/blog/150-Introducing-Form-Analytics.
With the analytics tool you are able to get the data even if the form is not submitted.
