Can I have users download information from my JotForm?

You can not directly upload a file and allow your users to download it on your forms, but there is a way that I think could help you. 

You will need to upload the file using a 3rd party service such as Dropbox or Google Drive, once you have added you will need to add the Text field to your form, you will find it under the Form Tools while in the Form Builder:

Then you only need to add the link to the filed uploaded either to Dropbox or Google Drive and your users will be able to download it:
