I reached my quota a few days ago. I then deleted the data and I still get the message my form is disabled. Do you have to manually reset something each time ? If so could you do it please.

Deleing submissions does not decrease the total, this only works for file uploads. Submission limits reset on the first day of each month for all users. If you need more than 100 per month, there are several "Get More" tasks that can be done from your account settings:
