My IT/Membership Analyst form is not emailing me all my notifications. 10 submissions were completed, but I only received 5.

I have inspected form you provided and email Notification inside of that form is conditional. Conditional Notification is set based on selection of Category field.
Condition is set to send Notification only if one of 6 option is selected. Considering that that field has 21 option, if one of 15 other option is selected Notification will not be sent.
If you want that Notification is always sent to your email address, when you form is submitted, then I would suggest you to delete mentioned condition.
