Is there any way with a file upload form that the submit action is not required

You mean to say that auto-submit the form once the file upload is done or completed?

Actually, the submit button will wait until the upload is completed when you click on it. If you notice, the submit button text changes to "Please wait..." while the upload is in progress and once the file upload is done, it will resume the submission.
