Every year, we send out a quarterly survey to users. Every end of the quarter, the survey is locked and a report is generated for that quarter only. The next quarter, we send out the same survey cloned from the previous survey (a new form name is generated at this point). The survey is composed of questions answerable by 'yes' or 'no.' My question is how do i send out the survey to the users without them having to answer all the questions over. Basically, the survey is for compliance so if they have answered 'no' in the past, they will just have to change all their 'no' answers to 'yes' answers. We want to save users time by giving them the populated survey with answers and just have them answer the ones they weren't compliant before. But since quarter 1 is locked up, we had to generate a new survey form quarter 2 for the users. How do we go about doing this?

If you will use a New form for the next survey, the users will not be able to see/view the previous answers they had on the original survey form. Because the New form will be empty on initial use.
It will more likely to work using the original survey form instead.
That is, by letting the users edit/modify the original form. You can achieve this using the Edit Link of the form. Check our user guide:

You might be worried about the original data (which will become edited/revised).
You should make a backup copy of the data by downloading them or creating report using the original data.
This way you can also back trace the original data of the users.
You can even Import the data to another form (make an exact same form as the original). This way you will have 2 forms -- the clone version contains the original data.
Use the JotForm Import data app to transfer the original data to the new form copy.
