why do i have a incomplete submission? is it something that needed to be done on the client's end?

Incomplete payment means that somebody didn't complete the payment process in the form. For more details of this matter, please review the following guide:
When your client failed to process a payment within an hour, the submission will be logged as incomplete in the form. Your client can either send you the total amount manually through Paypal then you can mark the submission as complete or submit the form again to process the payment.
