I am experimenting with your product to see if I want to purchase. I want to upload and link a file that my respondents can view and then print, along with filling out my form. I can only find ways to all THEM to upload a file. As the owner of the form I want to give them access to a file that I have but I also need the capability to switch it out when I get a new one that they need to have.

This is possible to list a file link on form, but we do not host the files. It means that you will need to upload your document somewhere, and then list it on your form.
For example, if you have a PDF file link, you can embed it to your form with a PDF Embedder widget.
Links to other document formats can be added with a Text field type.
