Yes, you only need to set your payment field as required, it will make your users to select an option before to submit the form, once the form is submitted they will be redirected to the PayPal payment page and your users will be able to pay using either a PayPal account or a Credit Card, if they do not make the payment then this submission will be cataloged as incomplete payment and you will find these incomplete payments by following the steps on this guide: https://www.jotform.com/help/135-How-to-View-Incomplete-Payments.
You also should enable the Incomplete Payment Notification, it will notify when someone submitted the form without making the payment, here are the steps to do it: https://www.jotform.com/help/273-How-to-setup-Incomplete-Payment-Notification-E-mail.
I would suggest you to enable the Instant Payment Notification on your PayPal account so you will know each time you either receive a payment or not: https://www.jotform.com/help/276-How-to-Enable-IPN-for-Paypal.
