I have tried to update a form but the changes do not save at all. I have tried clearing the browser cache and also the form cache.

I'm sorry for the trouble caused to you.
I did check your form and found that it was last edited on March 16, 2016. There is no changes made to this form after this date. I am not able to trace any log of form saving.
I was able to edit your form successfully and I do not see any reason why you should not be able to save form. Please check the screenshot below:
Do you get any error message when you save the form? Since you have already cleared browser cache and it did not help, I would suggest you to please use some other browser and see if you are able to edit and save form successfully.
