The option "Customize PDF" as mentioned on the original thread is used to customize PDF copies of submissions and not the form itself.
You can find it when you go to the submission page under PDF when you click the PDF icon.
However, if you're looking to edit the Fillable PDF copy of your forms, we would like to apologize but there is no option to do that for now.

I see. Thank you. Are there any plans to allow such a feature (i.e. formatting the pdf form itself)?

On behalf of my colleague, you are most welcome. There are currently no plans for a formatting pdf feature. Although since the pdf version is quite similar with the web form, you can modify your web form before creating the fillable PDF to achieve the appearance that you want in the pdf version.
