My form "Food Vendors" when you select Payment it works just fine. "Mail in" brings up the address, and "PayPal" brings up the paypal amount field.
I did it exactly the same way in my form "Artisan/Craft Vendors" and they do not work at all. Can you please tell me why?

This is because you have other condition that is affecting the same fields, so when there is a selection and the first condition is triggered the fields are being displayed without selection an option in the method to pay.
To fix this you will need to remove those fields from the multiple show/hide conditions that you have in your form.
And let only the question where is asked how the payment will be done, with the condition where you ask how the payment will be done you are hiding the fields by default and they will be shown only when the question "Payment" is answered, so you do not really need to show these fields once the "Choose Category" is answered.
