I'm trying to confirm whether or not one of our forms has an annual recurring payment. I set it up as a subscription, but we'd like for people to have the option of recurring payments. We do not want automatic recurring subscriptions.

Are you referring to your payment form? If that is the case, you need to see how you have set it up. https://www.jotform.com/help/49-Order-Form-Types
If you have set it up to sell a subscription, then that will renew automatically, and that is something that needs to be handled through your payment gateway.
