I was trying to make things easier due to inconsistent internet in our system and had a couple of our forms turned into PDF so they could fill them out offline and then submit when they had internet connection, but they are not able to submit from the iPad/iPhone. I found I could have them email it to me and I could open it up and then submit it from the PC without issue. I love the forms, but when they lose internet connection everything they had written down is gone. I hope there is an easy solution.

If you provide a PDF version of the form, they can fill the PDF and save it on the whatever device being used, and submit the saved PDF anytime there is an internet connection available.

But since the PDF readers on mobile is different than those for Desktop computer, certain features might be missing or not working the same.

You can try using the Auto fill feature to allow people to have their entries saved in the browser as they are filling the form - How-to-Enable-Auto-Fill-Feature.
