Drop-Down Issues

We are having issues with the drop-down on this page. It seems inconsistent - it isn't just one browser, and it isn't every person, all the time. We can't seem to figure out why some people are having issues and some aren't. 

I have check the form but could notice any issue with Dropdowns.
