    2. Jump to next section that has not been completed, when the form is re opened.

Unfortunately, it is not possible to automatically jump to the next section of the form that has not been completed when the form is re-opened.

How could i show the contents at the top of all pages?

You can replicate the field and place it on top of each page in your form so the content will be seen on all pages. You can check this sample form: https://form.jotform.com/61294033373957. You can clone the form to have a closer look on the setup: How to Clone an Existing Form from a URL.

Do let us know if you need further assistance.
    Regards.

You could add a form tabs widget to your form:

    http://widgets.jotform.com/widget/form_tabs

This will add page tabs to the top of your form and allow users to skip between sections.
