I am seeing 2 incomplete transactions in my account. Are these pending?

Yes, they are the same when it comes to submissions. If the user closes the browser or didn't settle the payment after being redirected to the Payment Page, then their payment will be treated as "incomplete", while their submission will be "pending." This means that all incomplete payments can be called as pending submissions since they will not be treated as a regular submission unless the payment is completed.
Please note that completing a submissions will NOT process any payment as there was no payment information to begin with. The system will simply treat this as a regular submission so it can be included on form reports, and that email alerts can be fired off as usual.
