I saw that there is an import option to re-create a survey on JotForm from an existing survey, but I have not had any success with that (I get the error message "No form found on the page. Please check the URL you have entered.").
Is it possible to import a survey and existing survey results from another service, such as KwikSurveys? If so, how would I go about that?

I is not possible to import forms and responses from KwikSurveys to JotFrom.
It is possible to clone existing form from a URL. Inside of this guide you can find how to do it:
https://www.jotform.com/help/42-How-to-Clone-an-Existing-Form-from-a-URL
This will only clone form fields and if the form is not JotForm form, style of the cloned form will be different than on original form.
Once you create cloned form you can use our import data app http://import.jotform.io/, to import your Excel or CSV data into JotForm. Inside of this guide you can find how to do it:
https://www.jotform.com/help/308-Import-App-Easily-import-your-Excel-or-CSV-data-into-JotForm
You can also create your form from scratch. This guide can help you to create your form:
