It says not authorized when trying to open attachments

Our employment form is having issues with the file attachments.  We were able to get the cover letter but the resume itself wont open.  Whenever you click the link it says not authorized.  Any ideas?

I have checked our servers for the uploaded file and it seems that the file is not uploaded properly. Unfortunately, we are not able to recover the form. We request you to get in touch with the person who submitted the form to resend the submission.
