I am still having the same issue.  I enter the email address, add some text, enter the captcha number, click send, and I receive the "oops reached your limits" response.  I have attached a screen shot of the response.

 

If you are sharing the form link via email using the "Publish"->"Share a form"->Via Email.

Then there is indeed a limit. Please note that any outbound emails using the form builder has limits for each account type.

In your case, for "Free" plan, you are only allowed to have a total of 20 emails per hour. Outbound emails in the form builder covers the following:

"Reply" and "Forward" buttons in your submissions page. 

The "Test Email" button in your email alerts:

And the one you're using which is the "Publish"->Share Form->Via Email.

 

 

You can actually just share your form using your own email client, just copy the form's direct link and paste it in your email body. You can get the form's direct link under "Publish"->Link. Below is a screenshot of it.

 

Now the form link can be shared to anyone, they can open and fill it out using any web browser with an active internet connection.

I believe you are getting the "Oops! Reached your Limit" because you have exceeded the number of outbound emails sent using our form builder. As mentioned, for "Free" plan you are limited to 20 emails per hour. It is not related to the captcha. 

I strongly suggest using your own email client to send your form links via email, with that you won't be limited with ours. Although I am not sure if your email clients have any limits when sending emails.
