I presume you are a sub user? Or there are forms shared to your end? If you are seeing 403 forbidden, it is most likely you are viewing a link that is not accessible or you do not have permission to view. I'm checking our EU forms and our EU test account and they are all working as expected. I also do not see any other users reporting similar problem.

Looks like that form was created on a guest account but the email was not added so it didn't automatically transfer on your registered account. I have moved that form to your account, please log out and log back in. You should be able to see the form and the submissions in your "My Forms" list.
