Is there anyway to send info from my 2 drop down fields (Type of Shirt, Size of Shirt) to PayPal?

Yes, you can send certain external field info into paypal as a custom field through the more options on the payment integration.
In the example below I am doing this with a textbox called name field using paypal and this would be sent through to paypal as well.

How can I do this with drop down data though? It doesnt let me select that on the paypal option

It seems that the payment field is supported to have the custom field as a Text field or Calculation field. As a workaround, you may add a text field the form and add a condition to display the values from the dropdown to the newly added text field as shown below:
The custom field will be displaying the Type and Size of the shirt as shown below:
You may also hide this field on the form and should be now able to select this field in PayPal Custom Data field.

Got it! Where would I see this on the paypal side? Would the customer see this when checking out?

The custom field can only be seen on the transaction info when you check it on your Paypal account.
Example:
FYI, the custom field that is pass to Paypal is for tracking purposes only, which buyers do not see. To my knowledge, Paypal does not have the ability to display custom fields on checkout. I think they don't support it. See this Paypal info for more details.
