I am helping out on a project at SF State and am getting bandwidth error messages for these links:

I have reset the counter for those files, please be aware that we can do this only once in a lifetime, so it means that if you exceed the bandwidth limit again there will be nothing to do.
Here are the limits per file size:
Small files or those with file size of less than 10 MB can be viewed/downloaded 100 times.
Large files or those with file size of greater than 10 MB can be viewed/downloaded 10 times.
