Can  you clarify when a view is counted please?

When I go to jotform account and look at submissions does that count?

I only had 10 submissions but over 1000 views and unsure how

The views counter will increase each time that you load a form even if this is embedded in a website or loaded through the direct link to it.

Checking submissions does not increase the views counter nor opening the form in the Form Builder does, you can take a look to this link where you will find more info about the views limit:

I have checked your forms in the Analytics tool and I can see that you have a lot of views, as explained above the counter will increase even if you have embedded your form or shared the link, it is not necessary to submit the form for the counter to be increased, it means that if the form is embedded and a user loads the webpage with no purposes to fill out the form, but as the form is embedded there the view counter will increase.

I would suggest you to double check this and check your forms in the Analytics tool as well:
