I have a 2 column field where someone chooses their country's state. On mobile, the columns drop down, so the 2nd column is displayed below the first column.
As the state options are only 3 letters, the 2 column format will fit easily on a mobile screen.
Is there some custom css I can use to prevent a 2 column layout from putting the 2nd column below the first on mobile devices?

Were you refering to your form https://www.jotform.com/61297917489878 ?
I test it on mobile browser, but I could not reproduce the problem.
I also cannot find a dropdown list field on the form. Did you perhaps updated the form and used the Radio buttons instead?
Please let us know if issue still exist.
