I have had many people have a hard time submitting there form. I just did a test and after clicking submit it did not take me to paypal but it was still completed instead of it being on the incolmplete side because the payment was not madePage URL:

When you made a test submission of your form, did you choose at least one of the products in the product items? If not, it will simply consider the submission as completed as there is nothing in your form that is required to be forwarded to Paypal. I suggest that you make that part of your form as 'required' so that form users will be obliged to tick at least one of the product items.
By ticking at least one of the checkboxes in it, will make your form work to be forwarded to Paypal for the user to complete the payment. Incomplete payments only happen when the form user selected an item in the form but did not continue with the Paypal payment when he was redirected to Paypal.
