If I understand your question correctly, you mean to say that you are unable to decrypt the incomplete payment submission data even though you saved the private key?
I did test this issue in one of my own form and I am able to replicate the issue you are having. I saved private key and the submission data of grid was decrypted but the incomplete payments data still appears to be encrypted. Please check the screenshot below:

Please let me know as soon as this is resolved. This is the first time we are utilizing the form with PayPal integration and I would like to contact these individuals to ensure they didn't encounter a problem while they were registering that I could help them with. Without being able to see the email address I have no way of contacting them.

We have just released a patch to fix this bug. Can you please check your form's incomplete submissions list and let us know if the data is still encrypted?
